New WFA radio sounds. One set each of male and female in English. Complete for 
Phase I.

Installing WFA will place the sound pack and documentation into the appropriate
directories. I've provided some sample .cfg files in a separate directory, 
help\Example-Configs-!English-Radio. Take care that you don't copy them over 
your existing config files. BACKUP! BACKUP! BACKUP! Make a copy of your WFA 
directory before you muck with it, OK?

Note: Because of the Cvars limit, I do not recommend just building your configs
around the "set" variables in my samples. I recommend extracting the filename &
message text and binding them directly to the keys.
