Command: headerfreq

  Format: headerfreq <n>

Sets the frequency that the header (if defined) for the selected list is
distributed with list messages.  If non-zero, the header will only appear
on every "nth" message.  Setting the value to zero will put the header on
all messages.

This command is only available to list owners.

NOTE: This command is half of the result of splitting the "hffreq" command
into two distinct commands.  For backward compatibility and until further
notice, if the "headerfreq" value is non-zero and the "footerfreq" value
is zero, the "footerfreq" value will be set to match the "headerfreq" value.
This backward compatibility feature will be removed on or about v2.83 of
the listmanager software.
